Ships of this category are still commissioned ships. They have a reduced or
skeletonized crew of active duty personnel assigned to provide
training of assigned reservists for limited operations and maintenance.
Under mobilization, reservists assigned to a particular ship will be
activated, complementing the active duty personnel.
